USDA requirements for a complete full school meal:
Students are required to take at least 3 of the 5 food components,
One component must be a fruit or vegetable serving to be counted as a full meal.
Students purchasing anything less than a full meal will be charged a la carte pricing.
All students will receive FREE meals due to the District becoming eligible for Community Eligibility Provision (CEP)
The Waterloo Local School District has a change to its policy for serving meals to children served under the National School Lunch Program and School Breakfast Program for the 2025-2026 school year. Waterloo has qualified to operate the Community Eligibility Provision (CEP), provide breakfast and lunch to all students at NO CHARGE and eliminate the collection of meal applications for free, reduced-price, and paid student meals. This new approach reduces burdens for both families and school administrators and helps ensure that students receive nutritious meals.

FINGER SCANNING
Waterloo Food Service uses PaySchools Point of Sales system in conjunction with Identifier Biometric finger scanners to process sales in the cafeteria.
When a student is enrolled an account is established for each student and the index finger on each hand of each student is scanned into the biometric system to identify the student when they go through the meal service line.
This allows students to move through the meal line faster and prevents overt identification of students who qualify for the free/reduced meal program.
IF a student does not enroll in finger scanning the student MUST learn & enter their 6 digit PIN each time at the Point of Sale.
Some fact about biometric finger scanning
We use biometric finger scanning because it’s fast, accurate, cost-effective & secure
NO fingerprint images stored. Only encrypted numerical representations of the unique points of the fingerprint are stored.
identiMetrics never takes your fingerprint, only unique points. The actual fingerprint cannot be recreated from the encrypted template.
identiMetrics uses a proprietary algorithm that can only be used with identiMetrics software.
This is not a fingerprint, as the students grow; we must periodically rescan because the numerical representations change.
FEE WAIVERS
The NSLP & NSBP Act allows school districts to Directly Certify ("Direct Certification") students as eligible for free school meals using Supplemental Nutrition Assistance Program (SNAP), Ohio Works First (OWF) or Medicaid information. Each student identified is approved for FEE Waiver (School Instructional fees & Chrome Book fee) based on his or her eligibility for SNAP, OWF, or Medicaid, or due to the SNAP, OWF or Medicaid eligibility of a sibling in the household.
Fees will be waived once the signed
Direct Certification notice is returned.
Direct Certification is processed in August and frequently throughout the year. If you qualify you will be mailed the letter to return.
If you receive notice of Direct Certification you must sign and return the Fee Waiver portion every year.
If you feel you may be eligible for a fee waiver (but are not on Direct Certification) you must complete the HOUSEHOLD INFORMATION SURVEY & submit to Food Service Dept. for processing.
